Regeneration and Viability Advice
Urban Delivery led a multi-disciplinary team providing a focussed Regeneration Delivery Plan for the Borough Council of King’s Lynn and West Norfolk. The key objective was to provide deliverable and commercially viable schemes and land uses for a number of council owned sites, located on and adjacent to the riverside and town centre. The study area was set within a unique historic location, combining an active river wharf, a series of listed buildings, a scheduled monument, other unique buildings of local interest, and significant areas of underutilised open and urban land.
Statutory Consultee engagement with bodies such as the Environment Agency and the Harbour Authority took place, as well as key stakeholder engagement with local civic groups, and public consultation. These formed a key part of the commission together with a detailed assessment of planning policy, planning history and previous information on superseded development schemes.
The final stage of the programme utilised market analysis, development viability and delivery vehicle option testing to optimise value creation and placemaking whilst de-risking underlying factors such as the historic setting, operational quay management and the proximity of the tidal River Great Ouse.
The commission identified national and regional external funding sources to assist with delivery as well as advising the council on the powers (including covenant strength and compulsory purchase) of delivery and funding options in such a valuable and unique location.
