Under the leadership of Simon Davis, Urban Delivery combines expertise in surveying, urban planning, commercial strategy, and project management, with a strong focus on Project Delivery and Viability. We enhance Council teams by providing additional Project Capacity when required. Our approach involves close collaboration with top councillors, chief executives, and senior officers to deliver strategic and tactical guidance as needed.

Extensive experience managing and delivering complex development and regeneration projects for both public and private sector clients.

Offering significant procurement expertise from soft market testing, through proper procurement preparation, evaluation methodologies, selection, appointment, and best value.

Understanding that we need to be flexible, diverse, and fully committed to support our clients.

Setting up programmes and delivery risk assessments to help streamline delivery and secure best value avoiding delays and duplication where possible.

Providing a strong team who can also draw on external bespoke consultants where necessary, including urban designers, architects, environmental, engineering, and highways consultants, allowing flexibility in our approach to projects in assembling the best teams to meet specific challenges.

Working with lawyers to secure successful CPO where needed, scope and negotiate delivery entities from simple collaboration agreements to development agreements and joint ventures.

Simon Davis BSc MRICS

Simon leads Urban Delivery and is a chartered surveyor with over 35 years of experience. He has advised over 150 public and private sector clients on development, regeneration, land, and property assets. He has led procurement processes, advised on delivery vehicles, financial viability and negotiated terms with private developers and investors on behalf of land owners, councils, and other public bodies.
